When one person completes several reviews, retain review-instance counts and participant counts rather than treating them as interchangeable.
Completion by review instance can conceal participation concentration, so also inspect how many reviewers completed all, some, or none of their obligations.
An accepted review may still arrive too late to help the author; timeliness is a separate workflow measure.
When reciprocal pairs are used, one withdrawal can invalidate two obligations. Rebuild the assignment network before calculating the final rate.
For activity design, compare remaining review workload with the time before authors need feedback. Even a high accepted-completion rate may leave particular artifacts without any review. A coverage check by recipient complements this reviewer-obligation rate and prevents aggregate completion from hiding an isolated author.
Reopen the calculation after late reviews, reassignments, and quality checks settle. A provisional rate can guide reminders, but the final activity record should use the resolved assignment network and retain a dated snapshot of the earlier position.
